Constitutional By-Laws of the Student Health Advisory Committee of Washington University - Reviewed 7/20/05

Article I: Name

Section A. Name

The name of the body shall be Student Health Advisory Committee (herein referred to as SHAC)

Section B. Standing

SHAC is an executive committee of the Student Union of Washington University.

Article 2: Purpose

The purpose of this body shall be:

 

Article 3: Membership

Section A. Eligibility

SHAC is an exclusive committee that accepts applications for membership. Any currently enrolled student of Washington University shall be eligible for the application process. Membership in SHAC will not be denied on the basis of race, age, color, sex, sexual orientation, religion, physical disability, or national origin. Twelve (12) to twenty (20) members will be accepted to fulfill the needed positions.

Section B. Criteria

Membership selection will be based on the following criteria:

  1. Genuine interest and commitment to the aforementioned purposes of SHAC.
  2. Time available for SHAC and involved activities
  3. Cooperative personality and attitude
  4. Completion of the written application and submission of one (1) peer letter of recommendation.
  5. Selection by a panel led by the current Recruitment Chair, based upon a voting system.

Article 4: Appointments and Positions

Section A. Enumeration

Each member of SHAC will hold a position of leadership. Sixteen (16) positions are currently available.

Section B. Methods of Selection

Section C. Duties

  1. President
    1. Give status reports to the advisors: Associate Director of SHCS and the Coordinator of Peer Health Education
    2. Set agenda/preside over all meetings
    3. Maintain close communication with the committee members in an effort to oversee their responsibilities and provide guidance and help as needed
    4. Works with committee members to ensure positive working relationship with SHS, HPS and Student Union
    5. If deemed immediately necessary, maintains authority to make changes to committee chair responsibilities prior to the approval of the constitutional by-laws
  2. Treasurer
    1. Act as financial advisor for all SHAC activities
    2. Obtain approval from committee for SU budget requests
    3. Complete budget requests for SU funding
    4. Complete any necessary appeals or applications for supplemental funding
  3. Secretary
    1. Keep accurate minutes of all meetings
    2. Track member attendance and participation
    3. Conduct yearly review of constitutional by-laws and mission statement
    4. Attend to necessary committee correspondence
    5. Maintain SHAC website
    6. Maintain all correspondence directed to the SHAC email account
  4. Recruitment Chair
    1. Organize all relevant orientation events at the beginning of each academic year
    2. Plan informational sessions on SHAC and the application process
    3. Represent SHAC at all student activities fairs
    4. Collect and process new member applications
    5. Organize the process of assigning new members to leadership positions
  5. Internal Vice President
    1. Organization of committee social events
    2. Develop team-building events/projects (i.e. acquire committee t-shirts)
    3. Plan, organize and execute bi-annual committee retreats
  6. External Vice President
    1. Plan biannual roundtable discussion with representatives from all health-related student groups, SHS and Health Promotion Services (herein HPS)
    2. Research opportunities associated with the American College Health Association (herein ACHA)
    3. Investigate opportunities to attend annual ACHA conference
    4. Research/develop relationship with other SHACs to foster new ideas and improve leadership skills
  7. Oversight Liaison Chair
    1. Report to the Associate Director of SHCS
    2. Organize and implement biannual open forum
    3. Develop mechanisms to survey SHS patients, evaluate student body feedback, and report findings on patient satisfaction/campus-wide health attitudes to faculty in SHS and HPS
    4. Review, update, and publish edition of Quick Facts brochure in the spring to be distributed to incoming freshmen the following fall semester
    5. Participate as a student advocate in administrative forums and campus health committee meetings
    6. Assist Director and Associate Director of SHS in any education, advertisement or student program implementation conducted by SHS
    7. Attend the biannual roundtable as a liaison/representative of SHAC
  8. Oversight PR Chair
    1. Report to the Associate Director of SHS
    2. If possible, work with Recruitment Chair to “dorm storm” during orientation to inform freshmen of the services provided by SHS and HPS
    3. Create marketing campaign for SHS, including StudLife advertisements, SPARK, and flyering as approved by the Associate Director of SHS
  9. Sex Week Programming Chair
    1. Plan and execute all sex week programs for the week of February 14, including but not limited to keynote speaker
    2. Work with treasurer to plan Sex Week budget
    3. Programming will be chosen on the basis of a student survey conducted during the fall semester
    4. Coordinate programming co-sponsorship other health related student groups
    5. Purchase materials such as condoms, dental dams, etc.
  10. Sex Week PR Chair
    1. Organize publicity and marketing of sex week, including, but not limited to: painting the underpass, oak walk banner, flyers, tabletents, chalking, StudLife, and WUTV
    2. Design, obtain, and distribute sex week tee-shirts
    3. Work with HPS to gather educational information for sex week flyers
    4. Purchase and distribute sex week giveaways
    5. Send out donation letters for giveaways if necessary
  11. Health Day PR Chair
    1. Publicity and marketing of health day including but not limited to: painting the underpass, flyers, tabletents, chalking, WUTV, and StudLife
    2. Create health day program to be distributed at the event
    3. Create, distribute, and summarize vendor and participant evaluations
    4. Create publicity and marketing campaign for the flu shots, ideally for health day.
  12. Health Day Programming Chair
    1. Reserve all room/spaces needed for the health day
    2. Recruit student group participation via save-the-dates and invitations
    3. Obtain donations for prize raffle and organize prize raffle table
    4. Acquire and distribute parking passes and directions for massage therapists
    5. Organize health day set-up and clean up
    6. Organize Express Your Health program for Health Day
    7. In the spring prior to the event, work with treasurer to ensure funding for massage therapists
  13. Alcohol and Other Drugs (AOD) Peer Education Chair
    1. Plan and execute all National Collegiate Alcohol Awareness Week (herein NCAAW) programs during a chosen week in the month of October
    2. Is knowledgeable of the services provided by Betsy Foy at SHCS and understands the NCAA CHOICES Grant
    3. If possible, attends Just the Facts Campaign committee meetings
    4. Help SHS and HPS with large scale alcohol assessments when needed
  14. Alcohol Alternatives Programming Chair
    1. Collaborate with Res Life, Campus Programming Council, and Student Group Activities Council to market on campus alternative programming such as URSA’s Night Life etc
    2. Develop partnerships with SPARK, WUTV, and Student Life on developing alternative programming marketing strategies
    3. Promote existing off campus programming events such as Taste of the Town, The Pageant, and those listed in Metropolis magazine
    4. Promote safe alternatives to driving under the influence such as the Night Bus, CHEERS, or other opportunities
    5. Collaborate with TEAM 31, BAUHAUS, and ECLIPSE to enhance alternatives to drinking at large scale social events
  15. Sexual Health Chair
    1. Order supplies necessary to maintain the We’ve Got You Covered campaign (herein WGYC) for condom distribution on the South 40
    2. Stuff and distribute condom packets for the WGYC campaign
    3. Market WGYC campaign during RA training (in late summer or early fall)
  16. Education Chair
    1. Collaborate with HPS to help develop a peer health educator program
    2. Organize internal training of SHAC members by inviting health and wellness faculty, staff, and student groups etc to speak at one SHAC meeting per month
    3. Work with SHS and HPS to promote wellness related activities on campus such as Sleep Week
  17. Nutrition Chair
    1. Is knowledgeable of the services provided by the Washington University nutritionist, Connie Diekman, and works with her for educational purposes
    2. Create, distribute, and analyze student surveys regarding nutritional concerns on campus
    3. Communicate survey findings to Bon Appetit and Connie Diekman
    4. Collaborates with HPS on programs to facilitate healthy eating and fitness habits, including, but not limited to Health Day and Sleep Wee

Article 4: Meetings

Section A.

SHAC shall hold bimonthly business meetings in the fall and spring semesters

Section B.

SHAC’s president will determine the time for bimonthly meetings

Section C. Attendance

Attendance at all SHAC meeting is expected. Prior notification of absence is required.

Article 5: Adoption and Amendments to By-Laws

Section A.

An annual review of these by-laws coordinated by the secretary and approved by the committee shall be done yearly, or on an as needed basis.

Section B.

After review and approval, these by-laws shall take effect with the execution of the authorized signatures below.
